Scottish Rural Action are saddened to hear of the passing of Eberhard “Paddy” Bort on Friday 17th February.
Paddy was both a champion of local democracy and of Scottish and Irish folk music. He was former Academic Coordinator of the Institute of Governance and Director of the Parliamentary Programme at the Academy of Government, University of Edinburgh. Publications include (ed., with Neil Evans), Networking Europe: Essays on Regionalism and Social Democracy (2000); with Malcolm Anderson, The Frontiers of the European Union (2001); Commemorating Ireland: History, Politics, Culture, (2004), View from Zollernlick: Regional Perspectives in Europe (2013).
He also co-authored “Silent Crisis”, with Common Weal’s Robin McAlpine and Gordon Morgan, and the chapter on Local Government in Northern Neighbours: Norway and Scotland since 1800, edited by John Bryden, Ottar Brox and Lesley Riddoch (EUP 2016). Both contributions show his knowledge of European (especially German and Nordic) local democracy and highlighted the weaknesses of Scottish local democracy.
